Trump Calls Crypto Leaders To White House As CLARITY Act Faces Its Toughest Test Yet

Executives from Coinbase, Ripple and other industry leaders are expected to meet with the president on August 19 to discuss the CLARITY Act and the shrinking path to getting it through Congress this year.
According to CryptoSlate, the gathering lands after Galaxy Digital cut its estimate for passage in 2026 to just 10%. Traders on Polymarket were somewhat less pessimistic, putting the odds near 19%, but both numbers tell the same story: confidence has fallen hard.
The report identifies the unresolved ethics fight and the rapidly shrinking Senate calendar as the biggest threats to the bill. That combination leaves the White House trying to solve political and procedural problems at the same time.
Coinbase and Ripple bring different histories to the table, but both need clear national rules that can survive a change in administration. Their presence also gives Trump a direct reading on which compromises the industry can accept before Senate leaders decide whether the bill is ready for floor time.
The numbers show how quickly the outlook has deteriorated. Galaxy’s 10% estimate reflects an institutional view of the remaining legislative path, while the roughly 19% Polymarket price captures what traders are willing to risk on the same outcome.
Neither is a formal forecast from Congress, but both point to a dramatic loss of confidence as the August 19 meeting approaches.
That makes the guest list consequential. Coinbase has become one of Washington’s most visible advocates for federal market rules, while Ripple enters the discussion with years of direct experience fighting the SEC over XRP.
The companies can tell the White House where the current bill may still lose support and which unresolved provisions could be negotiated without gutting the framework.

The CLARITY Act is supposed to answer one of the biggest questions hanging over American crypto: when does the Securities and Exchange Commission have jurisdiction, and when does the Commodity Futures Trading Commission take the lead?
That distinction matters to exchanges, token issuers, developers and investors. The industry has spent years trying to operate under rules that were often defined through enforcement actions after the fact.
A durable law would give companies a clearer map and make it harder for future administrations to reverse course overnight.
Ripple has an especially direct stake in that debate after its long legal fight with the SEC over XRP. Coinbase has also pushed aggressively for workable federal rules, although the company has objected to versions of the legislation that it believes could weaken protections for developers, decentralized finance and stablecoin products.
The White House meeting carries real negotiating weight. Trump will be sitting down with companies that need the bill, but also want the final product to be worth supporting.
The policy disputes are serious, but the calendar may now be even more dangerous. Cointelegraph documented Galaxy’s earlier downgrade from 75% to 60% as the Senate schedule tightened and negotiations showed little visible progress.
Even then, the bill still needed floor debate, an amendment process and reconciliation between the Banking and Agriculture committee texts. Any Senate changes could also force another vote in the House before the measure reaches Trump’s desk.
Galaxy’s Alex Thorn warned that Senate leaders needed to reserve floor time while lawmakers still had room to negotiate. Since then, the runway has become shorter, not longer, which helps explain why the firm’s estimate has now fallen all the way to 10%.
The bill needs 60 votes to clear the Senate without being trapped by extended debate. That makes Democratic support essential, while lawmakers are also juggling must-pass legislation and the political pressure of the November midterms.
Ethics language remains another fault line. Some Democrats and Republicans have demanded stronger provisions addressing the president’s own crypto interests.
Stablecoin rewards, illicit-finance safeguards and protections for open-source developers have also complicated negotiations.

Trump has repeatedly said he wants the United States to lead the digital-asset economy. The August 19 meeting gives him a chance to turn that broad promise into a specific legislative push.
For XRP holders and the wider market, the immediate question is whether the White House can help close the remaining gaps quickly enough to produce a vote. A meeting can sharpen the deal and raise the political cost of delay.
It cannot create Senate floor time by itself.
That is why the collapse in passage odds deserves attention. Crypto leaders are about to get direct access to the president at exactly the moment the bill appears closest to slipping away.
What comes out of that room may determine whether 2026 ends with a federal crypto framework—or another promise pushed into the next Congress.
